Yuba City police: Crash that trapped man was accident

A crash that trapped a Yuba City man under a vehicle for several minutes last week was an accident, Yuba City police said Wednesday.
Miguel Andrade remains in critical condition at Rideout Regional Medical Center in Marysville.
"There was no criminal intent," Sgt. Michael Green said. "We feel it was a major accident."
Andrade, 35, has been in critical condition since Oct. 30 when he was struck by a car driven by his girlfriend, Megan Vazquez.
Witnesses said last week, Andrade and Vazquez were arguing shortly before the crash, which occurred in the north parking lot of the Live Oak Apartments, on the Downie Street side of the complex.
Investigators submitted a report to the Sutter County District Attorney's Office for review, but are not seeking any criminal charges against Vazquez.
"She was pulling away, he stepped in front and was struck as she was leaving," Green said.
Vazquez, 25, hit Andrade while driving a grey Hyundai Sonata.
The distraught woman remained on scene and passed police sobriety tests.
Andrade was pinned under the vehicle's front driver's side axle for at least 10 minutes and was crushed by the car's weight.
At least two small children witnessed the crash and dozens of area residents gathered around the scene and firefighters worked frantically to remove Andrade from beneath the car.
