Insiders: Statewide Franchises Work

Telcos want statewide video franchising, industry insiders say, but cable operators don’t.
 
Speed to market for telcos is the reason. New video entrants can get to market faster if they don’t have to negotiate separate agreements with each local government entity, experts say.
 
After getting such franchising rules in Tennessee, AT&T (News - Alert) has announced investment of $400 million to provide video services in Tennessee.

 
The investment includes fiber network upgrades, fiber-reinforced access, video headend and IP transmission technologies.
