Cardenas to serve as liaison

Jan 15, 2013 (Corning Observer - McClatchy-Tribune Information Services via COMTEX) -- Corning Councilman Tony Cardenas has been appointed as liaison between the City Council and the Chamber of Commerce.

Cardenas had served on the chamber's board of directors, while also serving as police chief and following his retirement.

Initially, Mayor Gary Strack recommended the idea of having someone fill the chamber position as "non-voting city representative to the Chamber of Commerce Board of Directors." "The reason for me asking for this is to get the communication between the Chamber of Commerce and Corning a little more open and flowing so we know what is going on with them and they know what is going on with us," Strack said.

After some discussion, the position was changed from "city representative to the board of directors" to the title of "liaison." In this position Cardenas will not be sitting on the chamber board and will have no voting capabilities.

Former Councilman Ross Turner expressed concern the position could "potentially cast a gray area" because of Cardenas' wife, Valanne Cardenas, is a paid employee of the Chamber. Valanne Cardenas serves as the chamber's manager.

Ross asked that Cardenas consider recusing himself during City Council meetings when items of "budgetary voting related to chamber funding that could impact his spouse's salary," are on the agenda.

Cardenas said, "I have no problem with that." The mayor then appointed Cardenas to the position during the Jan. 8 meeting as there were no objections from other council members.

"In this capacity I will be attending the Chamber of Commerce Board of Directors meeting once a month and they reporting to the council what if any items or issues where discussed that could be of interest to the city council and vise-versa," Cardenas said. "I wouldn't said there had been problems concerning communication before, but this way we can make sure the Chamber and the City Council know what the other is doing." This is Cardenas' first term on the City Council, winning the seat during November's election. He was sworn-in on Dec. 4.
