JBCC cracks down on inmate crime


MCALESTER, Feb 09, 2013 (McAlester News-Capital - McClatchy-Tribune Information Services via COMTEX) -- The Jackie Brannon Correctional Center is cracking down on inmate crime. Recently, six JBCC inmates were charged with felony counts in Pittsburg County District Court.



Rick Caywood, JBCC chief of security, said there are approximately 75 cases pending at the District 18 District Attorney's office for alleged inmate crimes committed since 2011.

Most of the pending charges are for contraband, Caywood said, "for possession of cell phones and drugs." "Of course it's against the law for offenders to possess a cell phone," Caywood explained. "We have ongoing security measures in place to detect contraband within the facilities and when an offender is caught in the possession of drugs or cell phones within the facility, we request prosecution through the DA's office." Caywood said he expects a drastic reduction in offenders crime at JBCC. "When all these cases are filed, and when the word spreads through the (offender) population, it will serve as a deterrent and we're going to see a reduction of offenders in possession of contraband." The six JBCC inmates who were recently charged in Pittsburg County District Court were: --Jeffrey Allen Oyler, 32, was charged Feb. 4 with possession of a cell phone or electronic device in a penal institution and possession of contraband (marijuana) by an inmate.


--Mitchell R. Mclemore, 34, was charged Feb. 4 with possession of a cell phone or electronic device in a penal institution.

--Jeffery Dewayne Walker, 23, was charged Feb. 6 with possession of contraband (cell phone) in a penal institution.

--Jase Lee Keys, 39, was charged Feb. 4 with possession of contraband (methamphetamine) by an inmate.

--Bobby S. Holiday, 36, was charged Feb. 6 with possession of contraband (cell phone) in a penal institution.

--Brandon L. Shellenberger, 42, was charged Feb. 6 with possession of contraband (cell phone) in a penal institution.

This is only the beginning, Caywood said, who is expecting to see many more JBCC inmate felony case filings in the future.

If convicted, the inmates who have been charged with possessing cell phones are facing up to an additional two years incarceration added to their current sentences. And for the inmates charged with drug possession, they are facing up to an additional 20 years incarceration added to their current sentences.

Oyler is currently serving a 12-year sentence for a Tulsa County robbery conviction. His release date is Feb. 13, 2019, and he has a parole hearing set in March 2017. He is currently housed at the Jess Dunn Correctional Center in Taft.

Mclemore is currently serving a 20-year sentence for a Muskogee County drug conviction. He is also serving time for eluding a police officer and possession of a stolen vehicle. He is also serving a six-year Woodward County sentence for possessing a cell phone in a penal institution. He is set to be released Oct. 8, 2025, and has a parole hearing set in October 2014. He is currently housed at JBCC in McAlester.

Walker is currently serving a five-year sentence for a Tulsa County robbery conviction. He also has a pending charge in Pittsburg County of escaping a penal institution. His release date is May 14, 2013, and he is currently housed at the Davis Correctional Facility in Holdenville.

Keys is currently serving a 12-year sentence for a Pawnee County methamphetamine manufacturing conviction. He is set to be released Oct. 13, 2020, and has a parole hearing set in October. He is currently being housed at the Davis Correctional Facility in Holdenville.

Holiday is currently serving 20 years for distributing cocaine and other drug related convictions. He is set to be released Oct. 13, 2030, and has a parole hearing set in May 2017. He is currently being housed at the Cimarron Correctional Facility in Cushing.

Shellenberger is serving time for multiple Oklahoma County convictions, including kidnapping, assault, rape, possession of methamphetamine and possession of a stolen vehicle. He is set to be released May 22, 2015, and has a parole hearing set in October 2013. He is currently being housed at the Oklahoma State Reformatory in Granite.
