Dr. Bruce Ruscio and Kate Eltzroth join Martin, Blanck & Associates
ALEXANDRIA, Va. --(Business Wire)--
Martin, Blanck & Associates, a health services consulting practice
focused on federal health sector programs and services announced the
additions of both Dr. Bruce Ruscio, as a Senior Partner, and Kate
Eltzroth, as a Senior Partner.
Prior to joining Martin, Blanck, Ms. Eltzroth gained over 25 years of
varied experience in the Department of Defense's Military Health System,
to include management of hospital-based healthcare delivery, programming
of Army Medical Research, Development, Test, and Evaluation programs,
and finally serving as an independent consultant to several government
relations firms. Her last 10 years within DOD were spent at the US Army
Medical Research and Materiel Command where she worked in several
different capacities to facilitate the establishment of government,
academic, and civilian consumer-centric and healthcare information-rich
parterships to transform cutting edge research into practical and
responsive state-of-the-art care for soldiers, sailors, airmen and other
beneficiaries.
Dr. Ruscio has 25 years of public health experience. Before joining
Martin, Blanck, he worked in director positions for over 14 years within
the Department of Defense, Air Force and Novartis Vaccines and
Diagnostics Inc. His work within the biomedical and defense fields
within the government has helped advance regional disaster response and
vaccine awareness in multiple areas within and outside of the country.
Most recently, Dr. Ruscio worked as the Executive Director for Science
and Global Public Policy for NVD Inc. where he was responsible for
vaccine and medical counter measures policy assessment, analysis and
development in support of business objectives.

Dr. Ruscio holds a DrPH in Epidemiology and Health Policy from John
Hopkins School in Baltimore, Maryland, a Masters of Public Health in
Environmental Epidemiology and Biostatistics from Boston University in
Boston, Massachusetts.
Ms. Eltzroth holds a Master of Hospital and Health Administration from
Xavier University in Cincinnati, OH, a Bachelor of Science Degree in
Health Service Administration from Ohio University, and a Certificate in
Legislative Studies from the Government Affairs Institute at Georgetown
University.
