Police say undercover operation flawed, but no laws broken

An internal review by the Wilmington Police Department into the handling of money used during undercover operations found that department guidelines for documenting cash and use of alcohol were not followed, but "no violations of the law were found," an official said Wednesday.
Spokeswoman Lucy Crockett said the review looked at the policy and procedure used during an undercover operation targeting drugs and prostitution conducted "several months ago" by the Narcotics Enforcement Unit.
"A routine internal audit of funds used in the undercover operation resulted in a formal review by the Professional Standards unit. The internal review revealed violations of Department guidelines for documenting cash used in the undercover operation, and a violation of proper procedures for the acceptable use of alcohol in undercover operations. No violations of the law were found," Crockett said in a Wednesday morning press release.
Crockett did not immediately return a call for further comment.
"We're constantly reviewing our operations to insure that we're performing with integrity, in accordance with the law and established best practices," WPD Chief Ralph Evangelous said in the release. "We have a great group of officers, but sometimes they make mistakes. When that happens, we take appropriate action."
