Four candidates nominated for CV Wind Farm Article X ad hoc committee [Watertown Daily Times, N.Y.]

(Watertown Daily Times (NY) Via Acquire Media NewsEdge) March 09--CAPE VINCENT -- Four candidates for the state Article X ad hoc committee, which will weigh in on the siting of the proposed Cape Vincent Wind Farm project, have been nominated for the state's consideration.


Those nominated: -- Thomas E. Brown, a Cape Vincent resident and retired regional director of the state Department of Environmental Conservation.

-- John Richardson, Cape Vincent, an entrepreneur with more than 25 years of experience in sales, marketing, business development and corporate management.

nDonna L. Essegian, Cape Vincent, who worked 35 years in the public education system as an educator and administrator.

-- Deanne L. Scanlon, Chaumont, an active member of the community who served on several nonprofit boards and the town of Lyme Wind Committee that researched the issues of environmental, health and safety matters.

Two of the four will be appointed to serve on the committee within a month by the state Senate's Republican leader, Dean G. Skelos of Long Island, and Assembly Speaker Sheldon Silver, D-Manhattan. If Mr. Skelos and Mr. Silver miss the deadline to make a decision, Gov. Andrew M. Cuomo will appoint the ad hoc members.

As representatives of the communities of Cape Vincent, the town of Lyme and Jefferson County, the two members appointed to the ad hoc committee will get to vote on the outcome of the siting review for the Cape Vincent Wind Farm proposed by BP Wind Energy.

"They are all respected members of the community and versed in the application and projects advantages and disadvantages for the townships. Further they have all participated in committee functions at some point in their career and will interact well with the committee," Cape Vincent Supervisor Urban C. Hirschey said in his nomination letter, which was submitted to the state Public Service Commission.

The wind developer is expected to take the next step in the Article X siting process by filing its preliminary scoping statement -- which will include a description of the facility and proposed impact studies, among other items -- with the state Department of Public Service by the end of March.
