York HRC report done, commission to discuss audit

YORK, Pa, Mar 09, 2013 (York Daily Record - McClatchy-Tribune Information Services via COMTEX) -- After months of waiting, the York City Human Relations Commission board is set to accept and address a report that could determine the future of the commission's suspended executive director.


The commission will review during its March meeting an independent review of executive director Stephanie Seaton's old case files that is now complete, according to commission board treasurer Ralph Serpe.

The group's board is set to meet on Monday, March 18.

"The investigation is complete and the report is complete," Serpe said Friday afternoon.

The board placed Seaton on paid leave in November, pending a review of three years' worth of files. That audit was completed by York attorney Sean Summers, though its focus has remained unclear.

Serpe declined to comment on the substance of the report on Friday.

"It would be premature for me to discuss a report the commission has not yet had an opportunity to review," he said.

Seaton said Friday morning that she had not yet been contacted by the commission's board. She has chafed throughout the process at what she calls poor communication.

"Poor communication is actually an understatement," she said. "It's the deliberate lack of communication." The Human Relations Commission, which handles discrimination complaints, is a quasi-city entity, meaning the mayor appoints new board members but does not directly supervise them. That's been a source of concern for Mayor Kim Bracey, who said recently she is "very concerned" about the struggling commission.

Bracey did not return a call for comment late Friday.

The 11-member board has only six sitting members, and in February those members canceled the regular monthly meeting for lack of a quorum, without showing up. The commission's funding has also been slashed in recent years.

City discrimination cases are currently being forwarded to the state commission, something which, during the protracted process, Seaton has said is harming city residents.

"I know how audits work," she said. "This is not professional. This is not the way audits are conducted."
