The quota system was approved on Monday by SA Rugby's executive council - the 12-man "board of directors" of Saru, comprising elected representatives of the general council, independents, South African Rugby Players Association, chief executive officer and chief financial officer.
The general council, in turn, comprises two representatives from each province, who are the "shareholders" of SA Rugby. |It meets three times a year |to decide on, |the recommendations of |the executive committee.
"This decision to introduce targets underlines Saru's commitment to transformation," said Hoskins, pictured.
"The Vodacom Cup is a critical step on the development pathway in professional rugby but it had moved away from its primary purpose of presenting opportunities for young emerging players, particularly black players.
"All the 14 provinces recognised that and supported the fact as a strategic objective that we addressed the issue at our transformation indaba last year," he said.
