As YouTube shifts from user generated video to higher quality content for entertainment and education, video captioning becomes increasingly important. Since search engines are fueled by text, captions enable YouTube and other search engines to better understand the video content, resulting in higher page rank and more views. Captions pick up the slack where the video title, description, and tags fail to provide enough detail.
Captions are required by law for many government and educational videos, as well as videos that previously aired on television, even if they have been edited. The 21st Century Communications and Video Accessibility Act of 2010 (CVAA) designates the copyright owner - typically the YouTube channel manager - responsible for adding captions. Title III of the Americans with Disabilities Act (ADA) also requires captioning for any commercial organization that functions as a place of public accommodation. These laws were enacted to provide equal access for the 48 million people in the U.S. who are deaf or hard of hearing.
While YouTube's auto captioning is a valuable feature, the excessive errors make the captions inadequate for accessibility compliance and unusable for search indexing. For this reason, neither YouTube nor Google incorporate the auto captions into their search algorithms.
