Revenue Solutions, Inc. and the State of Rhode Island Division of Taxation Form Partnership to Implement a Commercial-off-the-Shelf (COTS) Integrated Tax System (ITS)

Revenue Solutions, Inc. (RSI), a company that specializes in providing revenue and compliance management products and services specifically to federal, state and municipal government revenue, labor and child support agencies, announced that the Rhode Island Division of Taxation has selected RSI's Revenue Premier for its Commercial-off-the-Shelf (COTS) Integrated Tax System (ITS).
According to a release, Rhode Island sought a COTS ITS software package complete with hardware and related implementation, maintenance and support services, including new versions of the software during the term of the contract. Revenue Premier, leveraging new, open technology, will provide a full suite of processing and administration functionality for 56 taxes and fees currently administered by the State and will allow for the addition of other tax and licensing programs that may be enacted in the future.
RSI noted that in its evaluation summary, Rhode Island noted that "Revenue Solutions, Inc.'s technical approach, references, work record and costs are excellent.... Revenue Solutions, Inc. has extensive experience with implementing integrated tax systems for state revenue and tax agencies.... Their proposal is very extensive and complete.... Revenue Solutions, Inc's. main business line is developing computerized systems for government tax agencies and they can provide the State of Rhode Island a proven solution to meet our needs."
"We're delighted to have RSI on board for our integrated tax system," said Rhode Island Tax Administrator David M. Sullivan. "RSI several years ago provided us with our data warehouse, and it has generated millions of dollars in revenue for the State of Rhode Island, quickly covering its original cost." Sullivan expects that RSI's Revenue Premier system chosen in a competitive bidding process will enable the Division of Taxation to operate more effectively and efficiently, generate additional revenue for the State, and create exciting new online tools for practitioners, taxpayers, and other stakeholders.
Additionally, the contract between Rhode Island and RSI is divided into three releases with Release 1 focusing on the conversion of 36 miscellaneous tax types and fees from disparate "off-line" systems, and Releases 2 and 3 focusing on the retirement of the State's existing mainframe tax system and the rollout of a new public-facing Taxpayer Portal. RSI has partnered with Fairfax Imaging, Inc., a provider of turnkey image-based products and solutions for data capture, forms processing, document imaging and check/remittance processing, to implement their Quick Modules software, which will revolutionize the State's front-end tax processing.
RSI has utilized its tax processing background and compliance knowledge to develop Revenue Premier, a COTS integrated tax software package that supports taxpayer registration, return/payment processing, taxpayer accounting, revenue accounting, collections, audit, tax data warehousing, decision analytics, business intelligence, case/workflow management, correspondence management and system administration.
