Seminar on Convergence of Media and Telecommunications held in Amman [Jordan News Agency]
(Jordan News Agency Via Acquire Media NewsEdge) Amman, August 31 (Petra) â€" The Jordanian Telecommunications Regulatory Commission (TRC) organised a specialized seminar on the convergence of media and telecommunications, in cooperation with the Italian Telecommunication Regulatory Authority and the Jordan â€" EU Twinning Project Partners, France, Spain and Italy.
The CEO of the TRC, Mohammad Al Taani, said, "The technological and market changes that have taken place recently in the ICT sector with the convergence of networks, advent of IP technologies and broadband developments, have blurred the boundaries between the once-separate telecom, Internet, broadcasting and electronic media worlds, bringing in new players as well as driving new opportunities and challenges."
He added that the advancements in the telecommunications sector have shown a more pronounced shift towards the technological and market convergence of the telecommunications and media industries.
Although these industries were still separated in certain aspects, the telecommunications and media markets appear to be under intense pressure to integrate and this will have an impact along the entire sector value chain, Taani added.
Further, he pointed out that the converged services are not currently regulated by the traditional frameworks governing the telecommunications sector, and require a clear, innovative and forward-looking regulatory set of actions.
"The statement of Government Policy 2012 on Communications and Information Technology and Postal Sectors reflected clearly the need for establishing an effective regulatory framework that could facilitate smooth migration to next generation networks, by directing the TRC to begin a consultative process designed to identify the multiple issues thrown up by convergence, and to establish the necessary regulatory framework and a time frame for follow-up proceedings to address them," Taani affirmed.
Taani explained that the Jordanian telecommunications sector has been analyzed thoroughly by the group of European and Jordanian experts who participated in the Jordan â€" EU Twinning Project. He said their work has been summarized in a Green Paper which tried to foresee the future developments in the Jordanian telecommunications market and discuss options to deal with emerging challenges.
During the morning session, the speakers discussed the development of the European communications sector and the advantages of convergence and the audio-visual market from the manufacturersâ€™ and the content providers' viewpoint. They also discussed the need to adopt a new regulatory approach for the new convergent services.
Presenting the regulatory frameworks adopted in Italy, and Europe in general, the experts also discussed the challenges and the available options for regulators from their viewpoint. This was tackled by challenging both, market evolution and the role of "Over-the-top (OTT) players," and the device manufacturers who are challenging the National Regulatory Authorities (NRAs) in Europe.
On the other hand, in the papers presented by the Association of Commercial TVs in Europe and Sky Italia, considered one of the main pay-tv in Europe, the participants discussed the development of the communications market and the role of the regulators from the traditional broadcasters' point of view.
In the second session, the first draft of the Green Paper was presented, showing that many convergent services are already available in the Middle East. Therefore, the Jordanian regulator needed to face the same challenges already tackled by the NRAs in Europe.
Comments on the regulatory options identified in the Green Paper were requested to be submitted by concerned parties prior to finalizing it and presenting it in its final shape during the closing ceremony of the Jordan â€" EU Twinning Project next month.
The seminar was funded by the Italian Telecommunication Regulatory Authority, which is one of the consortium countries of the Jordan - EU Twinning Project to provide institutional strengthening for the TRC.31/8/2013 - 03:41:51 PM
