Silvio Rubli to Be New Head of Division in the Federal Office of Communications

Federal Councillor Doris Leuthard has appointed the 60-year old engineer Silvio Rubli as the new Head of the "National Frequency Management and Licences" Division within the Federal Office of Communications (OFCOM). At the same time, the OFCOM structure in relation to frequency management is being slightly modified.
Silvio Rubli took up his new role as Head of OFCOM's "National Frequency Management and Licences" Division on 1 September 2013. He will deal in particular with national affairs, whilst OFCOM Deputy Director Philippe Horisberger, as Head of the organisationally modified "Equipment and International Frequency Management" Division, will be responsible for international aspects of spectrum management.
The new appointment and the slight restructuring are intended to restore the functionality of the Office after Peter Pauli, formerly responsible for frequency management, was fatally injured in a road traffic accident in June.
Silvio Rubli, a long-term OFCOM employee, has superb knowledge in his area of expertise and extensive experience. As the former head of the "Radio Monitoring" Section, which deals in particular with resolving interference issues affecting the radio spectrum, Silvio Rubli was already Peter Pauli's deputy. Silvio Rubli started his career as a biology laboratory technician. He subsequently trained as an engineer specialising in telecommunications and then worked in industry as a software developer. He also served as a group leader in frequency planning and system specifications, as well as satellite services manager in the PTT, the former state telecom company. He later worked as an executive in a major telecoms company. In 2001, he moved to OFCOM, where he took up the function he has occupied to date. In addition, he was made responsible for OFCOM apprentices in the areas of mediamatics and commercial training. He will continue to exercise this function.
