Equity risks rise for pipes and wires

The regulation of Australian gas and electricity networks will be revised from December 2013. The setting of the cost of equity is an area of focus, given the price rises of recent years. Higher tariffs can be traced to generous cost of capital allowances combined with the large increases in capital expenditures permitted by regulators. New rules give regulators more scope on estimating network funding costs. The Energy Networks Association wants more clarity on how the cost of equity will be determined.
