(Pakistan Engineering Review Via Acquire Media NewsEdge) Pakistan is about to enter the era of large scale production and marketing of renewable energy and electronic products. Several state agencies (listed at the end of) have signed an MoU for cooperating in the matter. Under the MoU, NIE and PCRET (National Institute of Electronics and Pakistan Council for RE Technologies) will design, develop and produce prototype of demand driven products and pass on the full technical know- how to TIP (Telecom Industry of Pakistan), while STEDEC will undertake all financial and commercial aspects on behalf of PCRET and NIE. A joint Working Group, representing all four parties, MoST and MoIT (Ministry of Science and Techno-logy and Ministry of Information Techn-ology) will select the products (designed or to be designed), prepare workable operational models and SOPs for taking the products from initial stage to marketing level.
MoST will set up Commercialization Cell for linking R and D Organizations, academia and industry for demand driven R and D, offering solutions to various industrial problems, entrepreneurship development and commercialization of IP of these organizations. MoST and its R and D organizations have mandate to serve national industry by developing products, technologies, processes, import substitutes, value addition especially for export and by providing technical assistance to SMEs. MoST Secretary said our R and D units have many highly qualified, trained and experienced researchers and also state of the art/ well equipped labs for doing world class research. But their contribution to industrial growth through indigenization of technologies has not been very impressive. Its reason has been weak industrial linkages, trust deficit of industry on public sector organizations, developing non-demand driven products, lack of entrepreneurship development facilities and expertise.
Tarar said under the scope of this MoU, PCRET, NIE, STEDEC and TIP shall jointly design and develop large scale production and marketing of RE and electronic products in the country. And signing parties will ensure optimal utilization of all available resources for the ultimate aim of launching and promoting cost effective local products. “I am confident this MoU will herald long term relations between the two ministries, which will be cornerstone of our initiatives aimed at self-reliance through indigenization”, he maintained. He appreciated efforts of MoST Commercialization Cell for materializing the MoU to start large scale production and marketing of local technologies.
