Outsourcing of Colorado Springs IT jobs drops from 20 positions to 9 [The Gazette (Colorado Springs, Colo.)]
(Gazette (Colorado Springs, CO) Via Acquire Media NewsEdge) Oct. 12--After identifying 20 IT positions for outsourcing, a Colorado Springs city officials says only nine will go that route in the coming year.
The cuts are part of the 2014 proposed general operating budget and the city's Information Technology strategic plan.
The plan calls for outsourcing work in the city's data center, data administration and help desk, said Joe Palmer, chief information officer. The money saved will be put back into the IT department to develop better customer applications and improve the city's website and communication for police and firefighters, Palmer said.
Palmer presented the 2014 proposed IT budget to City Council Friday in council's second day of budget work sessions.
Mayor Steve Bach released his proposed $245.6 million general operating budget Monday . City Council planned four days of budget work sessions to hear from department heads and ask questions.
In 2014, the IT budget will increase by $663,206 from the general fund to $9.7 million in 2014, if approved by city council. The funding increase is slated for new software and salary increases under the new salary schedule.
The outsourcing will pare the IT department from 61 to 52 employees. The move was motivated by an aging city data center, Palmer said. The city spent $11.6 million on the data center in 2008, but the technology is old now, he said, and it would cost $10 million to upgrade.
Outsourcing data centers is a trend in city governments and private business that are putting data into cloud and web storage instead of keeping the information in city-owned rows of computers, Palmer said. The IT department was down nine employees this year over last year because vacant positions were not filled. The result was long waits for city employees who called the help desk, Palmer said. He said city employees will be better served by an outside help desk.
