Yerevan, October 12. ArmInfo. Karina Manukyan. Armenia marks the National No Tobacco Day on October 12. On this day in 2004, the Republic of Armenia joined the World Health Organization's Framework Convention on Tobacco Control (WHO FCTC).
The WHO FCTC was developed in response to the globalization of the tobacco epidemic. The spread of the tobacco epidemic is facilitated through a variety of complex factors with cross-border effects, including trade liberalization and direct foreign investment. Other factors such as global marketing, transnational tobacco advertising, promotion and sponsorship, and the international movement of contraband and counterfeit cigarettes have also contributed to the explosive increase in tobacco use. The core demand reduction provisions in the WHO FCTC are Price and tax measures to reduce the demand for tobacco, and Non-price measures to reduce the demand for tobacco. The core supply reduction provisions in the WHO FCTC are illicit trade in tobacco products; Sales to and by minors; and, Provision of support for economically viable alternative activities.
According to the World Bank report "Getting Better: Improving Health System Outcomes in Europe and Central Asia", nearly 50% of Armenian men smoke on a regular basis, and this is one of the highest indices in the world. Experts think that to reduce mortality caused by cardio-vascular diseases Armenia should conduct a tough taxation policy against the use of tobacco, as well as enhance the quality of medical services at all levels.
Armenian Health Minister Derenik Dumanyan has also pointed out repeatedly that Armenia needs a large- scale anti-smoking campaign. He has also stressed the importance to keep the problem of embedded advertising of tobacco in the focus of attention.
According to the WHO, the spread of the tobacco epidemic annually takes nearly 6 mln lives. Over 600,000 of them are nonsmokers and die of the secondary smoke. Moreover, 63% of all the fatal cases caused by non-contagious diseases are due to the use of tobacco.
To note, the decision to mark the National No Tobacco Day on October 12 was taken by the Armenian Government in 2008.
