One bid for IT City, govt opens tender [Lucknow] [Times of India]

(Times of India Via Acquire Media NewsEdge) LUCKNOW: After two extensions and massive efforts by state information technology department to get bidders excited about the IT City project, only one company, Vamasundari Investments Private Limited, on behalf of HCL Enterprise, participated in bidding process till Saturday. Deciding to go ahead with the bid opening process, the government on Saturday opened the bid.


A 10-member sub-committee of the PPP Bid Evaluation Committee headed by principal secretary IT and Electronics, will now evaluate the bid. A formal announcement, about whether or not the company makes the cut, is expected on December 11.

Sources, however, told TOI the response to IT SEZs has been dull, with most existing IT Sezs in other states failing to operate at optimum capacity. With overall scene less than encouraging, the state government on Saturday decided to open the bids and take final decision in the matter shortly. Senior government officers close to the development said the Government of India guidelines allow single bids in the implementation of public private partnership projects provided they meet the technical and other quality standards.

Targeting 25,500 jobs for people once it is established, the 100-acre IT City project is to come up on Chak Ganjaria farms in Lucknow, and has already been accorded Special Economic Zone status by the government of India. Once implemented, IT companies will be offered sops in keeping with the state's IT Policy 2012, which focuses on skill development and increased employability. Among key provisions of the policy, UP will offer a 5% interest subsidy and a 100% stamp duty exemption to all new IT industries that set up shop in UP. In an attempt to attract more industries into the state, the policy has also offered land at a 25% discounted price and special permission from the department of labour to run IT businesses seven days a week.
