This program will provide high quality M&E services including the following tasks: design and carry out rigorous performance and impact evaluations; collect, analyze, and report monitoring data; assist the Mission and its partners to harmonize and revise performance management systems including performance management plans (PMP) and M&E plan indicators; and develop and deliver targeted M&E training for partners and Mission staff in support of USAID/El Salvador programs. POSITION SUMMARY The Senior M&E Specialist will provide technical leadership to the program. He/she will oversee all M&E activities, analyses and assessments throughout the life of the project, including the data collection, design and implement/ or manage the implementation of qualitative and quantitative evaluation methodologies and participatory data collection methods and protocols; and conduct and direct data quality assessments (DQAs). She/he will also be responsible for the design, quality development and production of all evaluations reports and any assessments, population based surveys, third party monitoring data collection, and other types of field studies. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations. She/he will also oversee the revision and maintenance of Mission-wide performance monitoring plans (PMPs) and implementing partner M&E plans. REQUIRED QUALIFICATIONS At least a Master s degree in qualitative/ applied research, Statistics or Economics required, PhD strongly preferred. At least 10 15 years of demonstrated experience in the design and management of evaluations (impact and performance), analyses and assessments, including the dosing of the evaluation methodology, population based surveys, developing performance management plans, participatory data collection methods and protocols, and data quality verification techniques from large development projects. Experience providing high quality M&E services to USAID funded programs in the areas of education, health, economics, environmental protection, democracy & governance, disaster relief, and/or business development strongly preferred.
