Background: As project manager, Campbell led development of American Association of State Highway and Transportation Officials bridge load rating and bridge design software. He served as project manager on numerous highway and bridge design projects as well as software development projects, including PennDOT's Bridge Automated Design and Drafting System.



Education: Bachelor's degree from the University of Pittsburgh in civil engineering in 1977 and master's degree in engineering management in 1984.
