BATON ROUGE, La., June 26 -- The Louisiana Department of Environmental Quality issued the following public notice:
The LDEQ, Office of Environmental Services, is accepting written comments on a proposed Part 70 Operating Permit Renewal/Modification for Motiva Enterprises LLC, P.O. Box 935, Kenner, Louisiana 70063 for the Convent Marketing Terminal. The facility is located at the intersection of Hwy 70 and Hwy 44 in Convent, St. James Parish.
Motiva Enterprises LLC requested a renewal/modification to the Convent Marketing Terminal Permit No. 2560-00036-V5 dated February 11, 2013.
Convent Marketing Terminal receives petroleum products (gasoline, distillate, and kerosene) via pipeline and routes them directly to the loading terminal where they are loaded into tank trucks. All products are loaded into tank trucks by submerged fill loading at the rack. This rack is currently equipped with a vapor recovery unit (VRU) utilizing carbon adsorption to recover hydrocarbon vapors from tank truck loading operations. Fuel additives, including ethanol, are received by tank trucks and/or pipeline and are stored in tanks prior to in-line blending with the products while loading.
The denatured ethanol is received by pipeline and loaded into tank truck and shipped off site. The new vapor combustion unit for ethanol loading is also used as a backup for the existing vapor recovery unit.
The facility is now proposing to modify the permit by reconciling the overall emissions from the facility based on updated emissions factors to reflect the use of propane as fuel, incorporating the PM2.5 emissions, removing a System 3 Tank, Emission Point T-5, updating the speciation at the terminal, and updating the General Condition XVII Activities List.

A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Inspection Division. Any remarks received during the technical review will be addressed in the "Worksheet for Technical Review of Working Draft of Proposed Permit". All remarks received by LDEQ are included in the record that is available for public review.
Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and requests for public hearings must be received by 4:30 pm CST, THURSDAY, JULY 31, 2014. Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
