Purpose The purpose of this Request for Proposal (RFP) is to invite prospective service providers to submit a proposal and technical specifications for the development of a centralized computerized voter registration system which will collate and maintain a high quality voter list for all future elections in Myanmar. The RFP provides service providers with the relevant operational and performance requirements. 1.2 Coverage & Participation IFES reserves the right not to enter into any contract, to add and/or delete elements, or to change any element of the coverage and participation prior to the award without prior notification at any time without any liability or obligation of any kind or amount. SCOPE OF WORK The presentation below is fully documented in Annex 1 of this RFP. General requirements: 1. Myanmar 3 font for both user interface and database storage; 2. Provision for online data exchange; Central Voter Registration Management 1. Based on an open Enterprise database management system, capable of handling at least 50 million records; 2. User authentication and user management, ACL and security best practices; 3. Full audit trail and access to detailed logs of all activities performed on the system; 4. User interface for the management of the delimitation data (States, Districts, Township, Constituencies, Villages/Wards groups, Polling Centers and batches of Polling Centers); 5. Import manager to process XML files created during the initial data entry phase and insert them in the database (the software used during the initial data entry phase is out of scope of the present RFP); 6. Import/Export functionality linked to the Township Voter Registration Management clients (for offline data exchange); 7. USB tracking tool; 8. Automatic matching of request for transfer (link old and new records for registrants moving from one township to another); 9. Manual matching of request for transfer; 10. Control panel for the creation and management of duplication scripts; 11. Tools for the resolution and management of identified duplicates; 12.
