Commissioners to oversee flag presentation [Odessa American, Texas]


(Odessa American (TX) Via Acquire Media NewsEdge) Oct. 12--Two weeks after Precinct 1 Commissioner Freddie Gardner died, commissioners are expected to receive a flag and presentation in honor of Gardner.

Gardner, who was a commissioner for 17 years and an Odessa firefighter for 36 years before that, died at the age of 76 after a year-long battle with stomach cancer.

After his death, Gardner received an outpouring of kind words from people throughout the community, including from U.S. Congressman Mike Conaway and State Rep. Tryon Lewis.

His last meeting was when the budget was approved Sept. 8. Now, Ector County Judge Susan Redford has the authority to appoint a new commissioner at that position.

Commissioners also will: --Consider a resolution for SafePlace recognizing the month of October as Domestic Violence Awareness Month.

--Consider a resolution for the Crisis Center of Odessa recognizing the month of October as Domestic Violence Awareness Month.

--Receive a presentation from Pink the Basin regarding Breast Cancer Awareness Month.

--Consider a resolution thanking the legislature for the funding provided through the TIF grant program.

--Consider authorizing the Friends of the Historic White Pool House to renovate the grounds and add a gazebo for event purposes.

--Consider approval for Ector County to host interns from New Tech Odessa in the IT department.

--Consider a request by family members to waive fees for a disinterment of an indigent burial and take any necessary action.

--Consider an interlocal agreement with the city of Odessa pertaining to legal representation and division of awarded damages in certain environmental cases.

--Consider a service renewal contract between Simplex/Grinnell and Ector County for the youth center, annex, law enforcement center and CEC.

--Consider a contract and Fiscal Federal Funding Accountability and Transparency Act certification with the Texas Department of State Health Services for the Texas Healthy Communities program.

--Consider insurance contracts for property, liability, inland marine, and professional liability coverage with OneBeacon Government Risks. Authorize a $2,886 budget amendment from general and professional liability and $16,731 from unreserved fund balance, with $3,993 going to property insurance, $4,261 going to public officials liability, $703 going to auto liability, $4,260 going to law enforcement liability, and $6,401 going to terrorism insurance.



--Consider a business associate agreement with J. Graham Inc. regarding health insurance.

--Consider a service agreement with Medtrack Services LLC for management of pharmacy benefits.


--Consider a one-year extension of the electronic monitoring service agreement with B.I. Inc.

--Consider approval of a job description for the emergency management coordinator position.

--Consider a proposal to change the job classification system for the health department.

--Consider authorizing the health department director to hire a health inspector at step 5.

--Consider payment of overtime for cemetery employees due to a shortage of staff.

--Consider payment of overtime for detention officers, booking clerks, nurse, med aide, deputies and dispatchers as needed to cover as necessary and make the authorization retroactive to Oct. 1.

--Consider hiring of a systems administrator in the Information Technology Department at a step 3 due to experience with the county.

--Consider approval of McCabe addition.

--Consider approval of Westland Subdivision.

--Consider a takings impact assessment regarding the proposed subdivision and manufactured home rental community regulations for Ector County.

--Consider and approve the accounts payable fund requirements report for Sept. 22 and review county financial statements and reports.
