City hires new water director [San Angelo Standard-Times, Texas]


(San Angelo Standard-Times (TX) Via Acquire Media NewsEdge) Nov. 01--SAN ANGELO, Texas -- The city's new water utilities director hopes to draw on his decades of experience to help San Angelo meet its water challenges.

"This is certainly an exciting time to be leading San Angelo's water utilities department," Bill Riley, who will begin work for the city Dec. 1, said in a city news release this week. "I am well aware of the water issues we're facing, from bringing the Hickory Aquifer fully online, to the potential recapture of rainwater from the Red Arroyo, to developing a regional water source with the West Texas Water Partnership, to ensuring the department's financial solvency, and I believe my experience will enable me to contribute to all." Riley, who hails from the College Station area, has more than 30 years experience with water utilities -- handling issues including wastewater reuse, water loss, water rate design, regional initiatives and resource planning.



He served as the water and wastewater utilities manager at College Station for 11 years, although he worked for the municipality for about 17 years.

From 2000-02, Riley managed the water and wastewater consulting practice of Reed, Stowe & Yanke, providing financial, management and operations guidance to public sector clients, the release stated.


For the past 12 years, Riley served as president and general partner of Water Resources Management LLC -- a water resources consulting firm that helps water utilities develop strategies for their operational, management, financial and resource challenges, according to the release.

"I think that it's a good transition back to municipal work," Riley said in a telephone interview. "I think I'll be a better public servant now (with my consulting experience)." Riley succeeds Ricky Dickson, who has been promoted to executive director of public works, a position that oversees the water utilities, operations and engineering services departments.

As San Angelo's water utilities director, Riley will be responsible for water-related matters such as production, distribution, wastewater treatment, utilities maintenance and customer service, as well as quality and conservation.

Although he is coming from a part of the state that is less arid than San Angelo, Riley said he is no stranger to the water issues of West Texas.

"I've worked with folks all over the state," he said, including areas facing dire water woes.
