FiscalNote Names Most Effective U.S. Federal Legislators


FiscalNote, the Washington DC-based company that dramatically improves the way organizations engage with government, today announced the most effective Federal legislators in the United States.

"Legislative effectiveness is one of the key factors our government relationship management platform uses in assessing which officials matter most for a given issue or jurisdiction," said Tim Hwang, FiscalNote CEO. "With hundreds of votes per session and meticulous record-keeping in both chambers, the data on Federal and state legislators is extensive. That kind of deep analysis also lets us predict the likelihood of a given bill passing in a given session, as well as whether an individual legislator will support or oppose it."

FiscalNote's Legislative Effectiveness Score measures how successful a legislator is at sponsoring and steering legislation through each important stage of the legislative process, all the way through enactment.

The company's proprietary algorithm weights 12 factors for each individual, including bills sponsored, bills out of committee, bills to the floor and bills enacted, with each stage receiving more importance. A legislator's score for each stage is further weighted by whether the bill is substantive (i.e., attempts meaningful change) or non-substantive (e.g., a resolution, memorial or commendation) as well as the legislator's performance relative to other members of the chamber. Legislators are also categorized by ideology.

Values for each factor are then normalized and used to rank multiple legislators as well as identify a percentile of effectiveness.

Legislators can be scored for overall effectiveness as well as on specific subject areas. For subject scores, only bills related to that topic are considered. Further, legislators can be scored on effectiveness across all sessions of Congress in which they've served or just for individual sessions. For cumulative scores, the methodology favor legislators with long tenures of service.

The FiscalNote GRM platform produces similar assessments for state legislators.

  3. Senator John McCain (R-AZ) - top policy issue: communications
  4. Senator Dianne Feinstein (D-CA (News - Alert)) - top policy issue: foreign affairs
  5. Senator Charles Schumer (D-NY) - top policy issues: government administration; labor and employment
  6. Senator Charles Grassley (R-IA) - top policy issues: legal affairs; families & children
  7. Senator Richard Durbin (D-IL) - top policy issues: government administration; legal affairs
  8. Senator Ron Wyden (D-OR) - top policy issues: government administration; travel & leisure
  9. Senator Susan Collins (R-ME) - top policy issue: labor & empoyment
  10. Senator Robert Menendez (D-NJ) - top policy issues: trade; foreign affairs



The Government Administration category includes bills related to all aspects of government operation, including elections and campaign finance, Federal agencies, Federal executives, Federal Legislature, municipal governments, Social Security, state agencies, state executives, and state legislators.

The most effective U.S. Representatives - all with an overall score in the 97th percentile or better - are:

  3. Congresswoman Eleanor Holmes Norton (D-DC) - top policy issues: government administration; labor & employment

  5. Congressman Steny Hoyer (D-MD) - top policy issues: government administration; labor & employment
  6. Congresswoman Louise Slaughter (D-NY) - top policy issues: government administration; families & children
  7. Congresswoman Sheila Jackson Lee (D-TX) - top policy issues: government administration; arts & humanities
  8. Congresswoman Carolyn Maloney (D-NY) - top policy issues: government administration; consumers

Senate Majority Leader Mitch McConnell's legislative effectiveness is scored at 8.8, putting him in the top 89% percentile of all Senators. House Speaker Paul Ryan scores 7.6, putting him in the 74th percentile all Representatives.
