Three New Leaders Join AHIP Senior Executive Team


America's Health Insurance Plans (AHIP) has added three new leaders to its executive team. These leaders further expand AHIP's deep bench of policy, advocacy, strategy, and operational experts who are committed to health care solutions that work to improve affordability, choice, and value for all Americans:

  • Keith Fontenot joins as Executive Vice President of Policy and Strategy, effective October 1. He is responsible for leading the development and implementation of public policies that create a more consumer-centric health care system. With more than 30 years of experience in health care and related policy areas at the highest levels of government, Fontenot is a highly respected expert on issues that include Medicare, Medicaid, health care reform, and care management and improvement. His roles have included senior leadership positions with the Office of Management and Budget, the Social Security Administration, and the Congressional Budget Office, and as a visiting scholar at The Brookings Institution. Fontenot joins AHIP from Hooper Lundy & Bookman, PC, a prominent health law firm, where he was managing director of government relations and public policy. He earned a Master of Arts from Duke University's Institute of Public Policy, and an undergraduate degree in political science from Old Dominion University.
  • Elizabeth Goodman joins as Executive Vice President of Government Affairs and Innovation, effective October 15. She is responsible for federal and state affairs and state policy, as well as AHIP's health care innovation and clinical qality team. Goodman has more than 20 years of experience in health care law, policy, clinical quality, and operations. She joins AHIP from MassHealth, the Medicaid and Children's Health Insurance Program for the state of Massachusetts, where she was Chief of Long Term Services and Supports. Prior to that, she led public policy and government affairs for WellCare Health Plans. Goodman earned a Doctorate of Public Health from the University of North Carolina at Chapel Hill. She also earned both a Master of Social Work and a Juris Doctorate from the University of Maryland. She earned an undergraduate degree in political science and religion from Trinity College.
  • John Mathewson joined as Chief Operating Officer in June 2018. He is responsible for the association's business and operational strategies, ensuring the association is positioned to drive change that improves the health and financial security of every patient and consumer. Mathewson has nearly 30 years of experience in managed care leadership, including Medicaid, and he has held C-suite and board-level roles for several health plans, hospitals, home care organizations, and trade associations. Mathewson also is a national thought leader who promotes innovative ways to address both clinical care and social determinants of health. Before joining AHIP, Mathewson was interim president and CEO for the DC Primary Care Association. Mathewson earned a Master in Health Services Administration from The George Washington University, and an undergraduate degree in chemistry from Howard University.
