Delaware's New ES&S ExpressVote XL Voting Machines Receive High Praise in First Election


DOVER, Del., May 17, 2019 /PRNewswire/ -- On Tuesday, Delaware held its first election since implementing new paper-based voting machines statewide. Election officials say it was a seamless performance with the Election Systems & Software (ES&S) ExpressVote XLTM voting machines.

ES&S ExpressVote XL™ full-face Universal Voting System displays the full ballot on a 32-inch touch-operated interactive screen and produces a voter-verified paper ballot for tabulation.

"The entire day – from open to close – really was outstanding," Elaine Manlove, Delaware Election Commissioner said. "Voters not only enjoyed using the new technology, but with the auditable paper trail, we can assure them that their vote is safe, secure and accurately counted. Poll workers said the election day went smoothly. We really couldn't have asked for a better result."

On Election Day, Delaware deployed 131 ExpressVote XL machines across 68 polling places statewide. The state approved the purchase of the new equipment, including ExpressVote XL, Pollbook and Electionware® software, in September 2018, implementing the state's first new voting system in 20 years. The systems provide the state's first verifiable paper trail of Delaware voters' ballots in decades and allow for a full audit of election results.

The ExpressVote XL is a full-face universal voting system which displays the full ballot on a 32-inch interactive screen, and allows voters to review their selections on the paper ballot before casting their vote. It is fully ADA-compliant, allowing all voters to have a similar voting experience.
