service in six new states. The new states where the company is now
offering the service include Kansas, Michigan, Pennsylvania, South
Carolina, Texas and Wisconsin.

Lifeline program. The Lifeline program was created by the Federal
Communications Commission in 1985 to provide a discount on phone service
