Policy Management – Volubill Boosts Policy Management Capabilities

By David Sims, TMCnet Contributing Editor

In order to optimize revenue from new Web 2.0 and wireless 3G and 4G applications, telecom service providers need to better understand communication patterns and subscriber behavior.

To this end, suppliers like Volubill are looking at ways to enhance their offerings with information such as connection times and the services used. Based on this real-time network intelligence, their telco customers can optimize services and customer experience.

And this results in the holy grail: higher revenue per user and lower churn.

Volubill sells charging, policy management and control applications for fixed and mobile service providers to help operators manage bandwidth. The company's CHARGE-IT suite delivers on-the-network convergent charging and control for data services such as VoIP, broadband, content and messaging, over any access technology including 3G, EDGE, IMS, fixed, Wi-Fi and WiMAX (News - Alert).

Volubill’s core expertise is to build complete tools for charging, policy and control.

Volubill officials said, “Volubill’s application allows our customers to optimize charging schemes and create greater subscriber value by charging subscribers for the services they actually use."

The company has attracted several clients with this mentality, such as Digicel, iBasis, SingTel, TDC, indosat, sonofon, Mobilink (News - Alert) and vivo. It’s software and services have been deployed at more than 70 sites and in more than 40 countries around the world.

By the sound of those numbers, it seems as if Volubill’s strategy – to manage bandwith and maximize revenues while reducing fraud and leakage – appears to work quite well.

A couple months ago TMC (News - Alert) had the news that Network Norway selected Volubill's standards-based PCRF product Control-IT to comply with the European Union's new Bill Shock data roaming regulations.

"Volubill's product will be integrated with Network Norway's existing network environment based on Cisco (News - Alert) GGSN and CSG2 technology," Network Norway officials said.
