BRIEF: Young achiever: William "Billy" AikinsFeb 21, 2013 (The Pittsburgh Tribune-Review - McClatchy-Tribune Information Services via COMTEX) -- Noteworthy: He won first place for District 27 in the Veterans of Foreign Wars Voice of Democracy Audio-Essay Scholarship Competition. His essay discussed how current events address the necessity and relevance of the U.S. Constitution.
